Abstract: Two different strategies exist in post cold war Northeast Asia: one is developing strategy, represented by China and Russia that augues for multipolarity; the other is balancing strategy under American hegemony, whose priority is to preserve the unipolar status. These two strategies diverted from each other in terms of target and competetive in nature, and somehow managed to coexist. The outcome of mutual interaction of those two will make Northeast Asia the first region realize multipolarity which contributes to this worldwide trend.
